The Orange County Sheriff’s Department has an Intelligence Assessment Center that runs a community outreach program known as OC Shield (formerly known as the Private Sector Terrorism Response Group). The idea was for the Sheriff’s Dept to id key private sector people to partner with for mutual intelligence sharing, training and education in regards to terrorism. Although OC Shield has existed for a while, for the first time, they presented the OC Shield Partner of the Year Award to Ronald Monard. Ronald is an active member of the FBI Los Angeles Citizens’ Academy where he sits on the board of directors as the Secretary.
In addition to sitting as the Secretary of the FBI’s Citizens Academy—LA Chapter, he is a current member of the FBI’s InfraGard Program and OC Shield which is the civilian partnership initiative with the Orange County Sheriff’s Department.
Prior experience within the field of security includes his role as President of Keystone Security which consulted business owners on security issues including pre-employment screenings, background checks, investigative trainings, risk management, and instruction on compliance with the California and Federal labor standards. Keystone successfully assisted the State of California in environmental investigations which resulted in fines and penalties levied against major polluters.
